| The Portland Smart Park is another very cool way that the city has devised to boost the downtown economy and make shoppers very happy. This uniquely Portland program consists of 7 city-owned parking garages around the downtown Portland area that can house over 4,000 cars, altogether. The idea is to offer you very low parking rates that are near shopping, restaurants, and other places that you would entertain themselves. You receive 2-hours of free parking from about 700 businesses with a qualifying $25 purchase in their stores. Go in, enjoy the time, buy some groovy stuff and get your parking validated. The prices are about $3 per hour for longer term-parking (over 4 hours), while short-timers (4 hours or less) will pay $1.25 an hour.
